For a make-safe, usually yes. That means clearing the debris and getting a tarp over the opening so the ceiling space is closed up. It does not mean completing the repair.

The repair gets booked after, once the area is safe and someone has been able to see what is actually going on above the sheet. Quoting a ceiling through a hole is guessing.

Severity matters more than size here. A ceiling that has dropped visibly in a matter of days is more urgent than a much larger one that has been slowly sagging for years.

Keep everyone out of the room, move what you can from underneath, and put a bucket down if it is dripping.

Do not push, poke or prod a bulging ceiling. On a badly sagged one the cornice around the edge is often the only thing still holding it, and it can come down in one piece.

If water is coming through near a light fitting or a fan, turn that circuit off at the switchboard rather than using the switch.
